Year-round E15 passes the House but waits on the Senate
Year-round E15 gasoline moved a step closer this week, but the fuel still needs the Senate to act before jobbers can sell it through the summer. Industry reps at a North Dakota roundtable on Aug. 17 pushed to kill the federal rule that blocks E15 sales in the hot months. The North Dakota Monitor covered the session. The House passed a bill allowing year-round E15 back in May; the Senate hasn't touched it.
The E15 case
The pitch to operators is the spread. Dave Olson of Petro Serve said E15 runs about 15 cents a gallon under regular in the Fargo area. The lower price pulls drivers to the higher blend, and year-round sales would let retailers keep it posted all summer instead of pulling E15 off the pumps every June 1.
Dave Ripplinger, a bioenergy economist at North Dakota State University, said permanent availability could change the economics for retailers weighing whether to plumb for the blend at all. Right now the summer ban makes the equipment a partial-year play. Take the ban off and the math looks different.
For US corn growers and ethanol plants, a full-season E15 market means more gallons moved at home. That market is the bigger prize, and it's stuck in the Senate.
Guatemala opens up
Guatemala launched a nationwide E10 mandate, and for US ethanol producers that's a new export outlet. BioEnergy Times and ChiniMandi both flagged the rollout. A small Central American market won't move the RIN complex on its own, but every mandated gallon abroad is demand that isn't competing with the domestic blend wall. US plants have been leaning harder on exports as home-market growth stalls, so another buyer helps.
India's blend-wall warning
India's forced move to E20 is drawing loud complaints from car and bike owners over lost mileage and worries about damage to older engines not built for the blend. Autocar India's own testing found the efficiency drop larger than the government admitted, and ARAI field trials ran before the rollout. It matters here because it's the argument US refiners and auto groups make against pushing past E10 and E15: the existing fleet wasn't designed for it. Watch whether that pushback shows up in Senate testimony on the E15 bill.
Biodiesel notes
Inventure and CPM|Crown are partnering on a catalyst-free biodiesel process, which could cut input costs for producers if it scales. On the demand side, a construction fleet switched to biodiesel and the Iowa Corn 350 kept ethanol demand in the headlines.
What to watch
Whether the Senate takes up the E15 bill before the fall recess. If it stalls, retailers face another summer of pulling the blend, and the 15-cent spread stays a seasonal thing.
