Retail sugar climbs to Rs 55.70 a kg as India's ethanol mandate draws fire
India's ethanol blending program is taking political fire at home as retail sugar climbs, and it's worth a US desk's attention because it's the same food-versus-fuel argument that sets RIN values and RFS volumes here. New Delhi's E20 push, 20% ethanol in gasoline, now stands accused of pulling cane away from the table.
The sugar spike
National retail sugar rose to Rs 55.70 a kg on August 20 from Rs 48.18 on July 20, per India's consumer affairs ministry. In Bhopal it hit Rs 70 from Rs 65 a week earlier. Opposition parties, the CPI(M) among them, blame ethanol diversion and say the Raksha Bandhan festival will be more expensive this year.
The government points elsewhere. Union Minister Pralhad Joshi cited red rot disease in cane and El Nino weather cutting output in India and abroad. The Centre says stocks are sufficient and accuses traders of hoarding to jack up prices.
Food versus fuel
Experts in Chhatrapati Sambhajinagar ruled out ethanol as the main driver, pointing to lower cane production, weaker recovery, and stockpiling. Economist Santosh Mehrotra of the University of Bath went the other way, calling the continued E20 push wrong-headed and urging a halt to aggressive targets until food supply is protected.
Why it lands on a US desk: it's the same tension the RFS runs on. When a government mandates ethanol into fuel, feedstock that would otherwise feed people or livestock gets bid up, and the political blowback shapes how far the mandate runs. US corn and RIN traders watch that pull at every rulemaking. India is also a large player in world sugar, so an argument that curbs its ethanol appetite could loosen sugar supply and lift its own fuel-ethanol imports.
Transpetro's bet
Brazil's Transpetro said ethanol blending and dual-fuel ships could cut fleet emissions by up to 30%, with shore power added at berth. It's a marine-fuel story, but it signals that ethanol demand for shipping is real enough for a state carrier to build around, which is one more claim on the same cane and corn.
Propane safety
An RV explosion seriously injured one person and put propane handling back in the frame. No cause has been released. For c-store and bobtail operators who move propane, it's a prompt to check fittings and training before the fall exchange season.
What to watch
Whether New Delhi trims E20 targets before the festival stretch, and whether any climbdown frees sugar into the world market. US RIN prices and the next RFS volume signal are the read-across. On propane, watch for a cause finding that could touch tank or valve standards.
