Trump invokes wartime law to fund US fuel-supply expansion

Andy Will, Chief Editor · Friday, October 23, 2026

Trump plans to use a war-time law to fund expansions in US fuel supply, according to Quantum Commodity Intelligence. For jobbers and marketers, that is the item worth reading twice this morning. Federal money aimed at expanding supply touches everything downstream of the rack, and the mechanism matters as much as the dollars.

The wartime-law move

The reporting is that the administration will lean on war-time authority to pay for the buildout. That is a different lever than a tax credit or a loan guarantee. War-powers funding can move faster and with fewer of the usual approvals, which is the point of reaching for it.

What it does for the wholesale channel depends on where the expansion lands. More domestic supply capacity, over time, could ease the allocation pressure that branded and unbranded buyers feel when a refinery hiccups or a pipeline runs tight. Marketers who have eaten rack spikes during outages know how thin the cushion gets.

The caveat is timing. Construction and permitting do not care how the check was cut. Any relief at the terminal would show up well down the road, not on next week's rack postings. Treat this as a supply-side signal to track, not a reason to change how you buy this month.

India's ethanol allocation

The Indian Sugar Mills Association welcomed the country's ethanol policy and asked for a review of how plant allocation is handled, per Construction World. This is India's domestic biofuel program, and it does not set the price a US jobber pays for gasoline or renewable blendstock.

Why flag it at all. Ethanol is a global feedstock, and India's demand for its own domestic supply keeps that volume off the export market. A mill group pushing for allocation changes is a demand-side story on the other side of the world. It is background for anyone watching ethanol economics, and nothing more for a US operator pricing a load this week.

The RFS and your own basis still run the show on this side. Watch US ethanol production and stocks for anything that actually moves your blend cost.

What to watch

The detail that matters on the Trump plan is scope: which fuels, which regions, and whether any of it reaches refining or terminal capacity that jobbers draw from. The wartime-law route may draw legal challenges, so the funding could slow before a single site breaks ground.

On ethanol, watch whether India's allocation review tightens its domestic draw further, since that is the only path by which this becomes a US feedstock question. For now, keep your eyes on the rack and the pipeline schedules that actually set your cost of goods.
